Egg Layer is Bullying

As of last week all my chickens roosted on the top bar. I noticed my Isa started roosting on bottom bar. I’ve been going thru video but didn’t see any issues that day. A few days later on camera I saw my White Leghorn hop off top roost to bottom roost and viscously attack my Isa. Since then she has been incredibly skiddish and not even roosting. Yesterday I noticed my WL attack the Isa after foraging. For context, My Isa is not laying yet. They have been together for months. I am thinking about putting my WL in jail but she is laying. How does this work when laying eggs? Any insight into this sudden bullying?
 
Leghorns and RIR's tend to be bully's. It's upsetting to see but you have to consider just how bad is it? If it's just a quick attack, not prolonged jumping on her back and threat of drawing blood, then it's normal. Is it constant or maybe once / day? I did re-home a RIR when the level of bullying got to be to extreme. But every day I see a few of my older gals go after the younger ones and I don't consider it bad enough for me to intervene. Jail is an option if it's bad, just put a nest box in jail. OR I've taken a broom handle and "poked," the aggressive hen during attacks to try to train her that it's not okay.........
