Yes, unless there's something wrong with the chicken.

A rooster has no bearing on a hen or pullet laying eggs. Some breeds are better layers than others.

From what I have read a cockerel has no effect on egg laying. If you want a fertile egg you need rooster factored in. But all my hens lay eggs based on maturity and environmental factors and I have never had a cockerel or rooster.
Never say never tho... Somewhere in the world there may be a cloned GM breed in development for meat only that is incapable of producing eggs. It wouldn't be my idea of a hen however.

Neither layer feed nor a rooster is required for egg production. Hens can lay just as well without either.
