One of my birds (SLW) has stopped laying, and her sister never started. I figure the weather change and less daylight has something to do with it. We are selling our house so I don't want to get really in depth. Does this string lighting (I tried to go heavy by their window) look like it could make a difference? Or is it not bright enough?

Light needs to be inside coop... decent rule of thumb is 'bright enough to read a newspaper at roost level'.
Here's a pretty good article on supplemental lighting.
