Eggs from only 1 or 2 hens hatching

Hello, I have about 25 hens, and a couple roosters. I threw a batch of 41 eggs in my incubator (my first time trying to hatch eggs), and only 6 have hatched so far. The odd thing, is that they all have the same colors. 2 are yellow, and the rest are black with a white spot on their head. This makes me think only one or two hens eggs are hatching. The rest of the eggs are ALL developing. The incubator holds a stable temperature. The did have one hiccup on like day 8, where the power went out for a few hours. Any help is appreciated.

Had similar experiences regarding low hatching rate; but at least I enjoy more the very few ones who hatched succsessfully.
