I have 3 duck eggs and one is hatching today, the mom left about 4 hours ago and hasn't returned, will the eggs still hatch?

You're going to have to rig up a hatcher of possible, but it's not looking good that she's been gone 4 hours. You're going to have to assist the hatch if they're still alive.
