Eggs in nest

I have 2 hens laying I think in same cage and someone has made what looks like a bird nest around them and got them bunched up together is that a sign that someone is fixing to set or what does it mean.

Hens naturally want some sort of nest to lay their eggs in, and they arrange it however they please.

Obvious signs that a hen is broody are easy to see if you know them.
If your hen tries to peck you more than usual, or fluffs up and growls when you touch her, then she's probably broody.

My hens always sit in the box for about half an hour, as if to consider becoming broody.
