Eggs not fully developing and not Hatching.

I am incubating Ringneck Pheasant eggs, I am using a GQF sportsman. The last batch of eggs only 2 of 15 Hatched. I broke open the rest and most of the chicks inside were developed to the point that they had feathers but they seemed to have dies before they were fully developed. My Incubator is set on 100 deg just as GQF suggests. Humidity is at 54%, Because I have eggs in the incubator still incubating and some on the bottom trying to hatch, This is where I think I should set my Humidity. What am I doing wrong?

Do you have the air vents partially open?

Humidity should be 70 + 2 vents only 1 up 1 down

I have 2 air vents open. 2 are still pluged off.

Should I have the humidity at 70 even though I am still incubating eggs also?
