eggs not hatching

i am not have a good hatch rate . I am keeping the incubator at 99.5 and the humity at around 65 what am I doing wrong? beside I got a cheap incubator . I put the eggs in a other incubator 3 day before hatch.
 
does the incubator have a egg turner or our you turning by hand? have you tried another thermometer to be sure the temp is correct same with the humidity. and what do you call a bad rate? need more info please.

The only thing I see is that's too much humidity during early incubation if you are running 65% the whole time. The first 14 days should be run at 40-55% humidity. 65% is perfect for lockdown (after day 14) but isn't good for incubation.
 
I got 3 thermometer I am using and one has the humity on it and yes I got a egg turner and I put a fan in the incubator they said it wil be better with fan in it. thanks vic last was 39 egg and 8 hatch and they look all furtal when I candle them.
 
there are chick in the eggs I just cracked one they are just dead or they can not get out of the eggs.
 
yes if the humidity is too high the chick will drown in the shell. try again and lower the humidity. good luck!
