This totally makes sense. She said they have now stopped laying. About a week ago she moved her quail around. I told her to not to expect them to lay again for a few weeks.

Yes, coturnix are LOoPS (Lovers of Perpetual SAMENESS!
Any change can stop them from laying. Sometimes you may need to mix things up, to get things right, but egg loss may follow. I can't really say how long it will last, but it will probably happen. Just ride it out and create a new SAMENESS.
