I want to setup a strand of electric fence on a 6 ft tall chanilink. I want the wire to be above the chain-link. Does anyone know of any insulators that hook on poles that are vertical? I've tried using ones for horizontal but the wire just slips out.

Use PVC plastic pipes in lengths to suit your need. The red circles I drew there represent 1/4 inch holes drilled. That is where you would thread your Hot Wire Thru. Make your pipes straight up,, 10 pieces would be a good start to see how far you can get done.

I can think of 17 different ways to attach to your fence. The perforated strapping with bolts and nuts is very secure, and sturdy. I don't know your abilities, and items available to you. Extra Heavy gauge zipties would also work.

Ask anything that is not very clear in my explanation..

The only thing that will get shocked by the wire is something that touches the wire and the ground at the same time to complete the circuit. Putting the wire that high will be effective against a bear standing up to sniff the wire or to a human that doesn't know it's an electrified wire. A curious horse or a cow would also get a zap.
Somehow, I don't think these are the predators you are trying to protect against.

A raccoon climbing over the fence would encounter a zap, since the chainlink fence is grounded. Squeezes under hot wire and gets a few JULES.
Ground rods should be at least 4' deep into the soil and the minimum recommended quantity is 3 rods. Deeper is better.
The chain link fence posts don't go deep enough and are generally set in concrete which will prevent the fence from picking up enough energy.
One could run a jumper from the last ground rod to the fence and hope for the best. Or run a ground wire near the hot wire over the fence.
Why not just use insulators and run wires at nose height for the various predators that are to be repelled by the fence?
 
A skunk can squeeze through the fence at ground level. I would put the horizontal standoffs about 2" off the ground so if something tries to squeeze through and it touches the hot wire, it will be shocked. Also I would use a wire at the top too in case something climbs and doesn't touch the bottom wire.

Not that I want to start a debate here. But I only answered what the thread starter asked for.

Sometimes the OP doesn't realize that the request for how to do a specific task isn't the best question. In this case there is a better solution that maybe they were unaware of. Debate spawns thought and conversation so that's a positive!
