electric fence question

I have this figured out with our horses, however, not sure about the chicken run. Want to make it electric but a lot of the fence is buried in the ground. How can I electrify it? Do you just charge it? I am wondering if it will end up charging the water in the run which is a metal tank.

I placed plastic t-posts around the run and then hooked the wire to the posts. Because there are multiple clips on the post, I ran the first strand of wire about 6 inches off the ground, then placed the second strand six inches above that.

You won't be able to charge the fence if it is touching ground it will short out you will need to run fencing on insulated poles
