Elmore Co, Alabama ordinance questions

Hi everyone!
We just moved to Elmore County, Alabama and want to have a small backyard chicken flock (our first!) Everything I've found online about the ordinance and the information I received from the extension office states that the coop must be enclosed. When I asked the folks at the extension office whether that meant the entire coop/run had to be enclosed or simply the coop, they simply reiterated that the coop had to be enclosed without explaining further.

Now my husband and I are ready to start construction on our coop, and we're having a bit of back and forth on what plan were going to go with because of these rules. We would love to have our girls free ranging around the yard, but don't want to risk having them taken from us. It'll also determine which breed of hen we go with as well.

I've looked for folks with chickens near me, but haven't gotten any really good information. There's a chicken show next weekend that were attending too, but figured I would ask here just in case.
