Hello my 3 year old rooster is very sick and he's crying too.he is very tired and droopy..
Its raining very hard right now so i can't take him to vet. Please help me i love him so much..

With crying you mean eye discharge? Does he has other symptoms, like nose discharge, sneezes, etc?
Is he sheltered from the rain? If not, can you bring him inside?

No hes my own rooster he is not sneezing too he just very tired and sleepy.
I cleaned his face with a warm wet cloth.

Green poop usually means malnutrishment or not eating. If he began eating a little it's a good thing, you can try giving him a bit of smashed hard boiled egg. It's tasty to them and full of nutrients, to help him recover a bit.
I really don't know about the eye discharge without any other symptom of respiratory infection. It could be many things, have you a photo of his face and eyes? Do they look swollen or the eyes have bubbles? He breaths well or it sounds a bit hoarse?

Never seen something like this, has his face always been white (some breeds have white face, some roos develop a whiter face aging up, but it's usually gradual) or it's a recent thing?

yes, his face was always white.
I want to inform you that he always becomes sick like this whenever there is heavy rain...
he becomes a bit normal a day later.

Does he stays under the rain or it's just the humidity and weather? I wouldn't expect a chicken to be very sick (watery green poop, lethargic) after a rain. I would watch him close to see if he recovers. For the eye discharge I think he's developing a respiratory disease, but it's hard to say because he has no other symptoms. Maybe it's related to the bubbles on the face, maybe not. These bubbles make me think about some sort of fowl pox disease (it can also cause eye discharge), but they don't really look like it. So maybe I'm wrong. Does his mouth look normal?
I'm sorry I'm not being so helpful, I hope he recovers quickly.
