Does it make a difference that where I live, the weather is rarely below freezing, and we almost NEVER get snow?

In my opinion, weather makes a huge difference. If, even in winter time, they are only inside to sleep or lay eggs, then you will most likely do fine. In my area, my chickens tend to spend quite a bit more time indoors come winter time (by choice...the pop door is opened each morning)...so for me, that amount of space would result in lots of bird conflicts. But folks who live in mild area can usually get by with less space without too many issues...
