Entire flock killed. What would you do?

Did your children hear the neighbor kid say his dad let the dog off it's chain? If so, I would go to the neighbor and ask at least $15 for each layer bird that was killed and tell him if he does not pay you will be making a police report.

Yes, I would consider this gross negligence too.
 
Soo sorry, I would definitely make him pay for to replace your flock, and I would make him may the prices of laying hens, not chicks.

Where are you located, I'm in Susanville, which is probably close to you. If your close and need chicks, I would be happy to give you mine when they hatch (I incubate but can't have chickens, so I give them away). I have 2-3 eggs on day 20 and about 10 chicken and 7 duck eggs due in a about 10 days. Let me know.

No question your Neighbor should pay, not only for the cost of replacing them but the cost of having bought them in the first place and all the care including the coop it took to take care of them, food medication and if you can get it, your time as well.
 
That evil worthless dog, Ruby doesn't deserve to live and his drunk owner should be put in jail and pay for the loss of those beautiful birds. Sue his butt.

I don't know where the OP is or what their animal control laws are like. Here there are established values for various livestock for liability purposes & if you feel your animal is worth more you have to prove it objectively to the court. Costs of having raised the animal are not a consideration. Liability is for the value of the animal at the time of it's death.

I'm not saying it isn't sad, or even enraging. Let's be serious, though. If you had a dog that was on the end of a chain and gets to go free one day with chickens all around. What do you expect? Why blame the dog? It's the owner that is the problem. You would have made me a heck of alot less angery if you said "That evil worthless HUMAN, he doesn't deserve to live".
