I'm not sure I'm qualified to respond, since I recently asked for similar advice, but...
It seems that the best way to catch a free ranging peacock is to herd it gently into an enclosed space (garage, shed, carport, chicken coop, etc.) and then grab him.
I'm guessing that your best approach will be to put food and water in such a semi enclosed space somewhere, probably near wherever he has been turning up to eat. Once you can predict that he's going to be there, and he feels fairly comfortable there, you should be able to accomplish a capture. You'll probably need to be patient about it.
I don't know anything about whiskey soaked raisins, but I'm not sure that sounds like such a great idea.
