i bought 9 americanas/ee from TSC. He/she is at least 3 weeks old. Half the size of the other 8 I got at same time.

There were bantams in same tub or is it possible it is merely a runt
Any ideas

It's another Easter Egger. Easter Eggers can vary widely. Some are big and bulky, others are dainty and slim. And that can even happen if the birds have the same parents. It's part of the Easter Egger charm. You never know exactly what you are going to get.

In the wing feathers? It looks too silver to be partridge to me and different anyway from juvenile partridge or silver penciled, but maybe it's just my sleepy eyes.
Silver based partridge is silver penciled. Depending on the breed, different words are used to describe the same set of genetics. Point is, that's not barring. It's just juvenile patterning that will change in a month or two.

Yeah, I forget how mixed up the coloring of Easter eggers can be. Definitely not the same as purebred chicks for those color varieties.
