Pointy scissors like the kind to remove sutures can get up under the ring and cut it if it is the usual plastic bands. Pulling the ring up and using garden snips or rose cutting snips would probably work too. I wouldn't delay it past tomorrow. A vet can get it off I'm sure.

A pair of pliers like these..

Or take 2 pair of needle nose and spread the ends apart until it will come off or breaks. That is the plastic spiral kind it should break fairly easily.

The chicken has bad scally leg mites! I use frontline and it cures it all, but there are other topical treatments you apply every 3 days for 3 weeks.

OK y'all, updating once more to tell you that we cut the band off, and put Vaseline all over the area that was bad and after about 3 weeks of being in the house separated from the others, + putting pain killer on it about every other day, she got better. I cant tell who she is anymore! I have 12 RIRs and she looks like all of them now. Thanks for all the help everyone! Will post pics of her leg if I identify her.

OMG! I got it off a couple of months ago, separated her and brought her into the house, smothered her legs in plain Vaseline everyday and put pain killer on it about every other day. Thanks for all the advice and sorry i took so long to reply! She is doing great now with the other chickens. Thanks again and Sorry again for making you wait this long.
