Extremely slow feathering chick

We have 2 week old and 10 day old chicks. The 2 week olds are bantam Cochins, the 10 day olds are a mix of standard breeds. The bantam Cochins seem to feather much slower than the standard chicks in general, but one in particular is really slow to feather! At 2 weeks old, this chick has ONE feather on each wing!

The chick with no feathers is the smallest chick, but was first to hatch, and is basically a little Napoleon...it is the boss. I know this can mean roo, I hope not though. Is there anything to be concerned about? On a side note, is the second chick a frizzle, or is that just teenage feathers flipping up at the ends? Thank you!
 
I have a little Bantam Cochin too, looks almost identical to yours, and she is way behind the Sultans in feathering. So I wouldn't be worried.

Sultans have FULL wings, and she only has a few feathers "nubs" right now... :D
 
I'm glad I'm not alone! It seems like a lot of runts are coming out of the woodwork right now. I guess we'll see if this little man is a man...or if he/she gets feathers soon.
 
A 2 week later update, these 3 hatch mates at 4 weeks old. One still only had 4 feathers on each wing and nothing more...and is noticeably smaller. Everyone jokes that he/she looks like a duckling (Pansy). I'm sure this chick will grow eventually.
