Eye problem

I noticed a couple of months ago my cream light brown Dutch has clear film over part of his eye. Any ideas what causes this and if there's a cure?

That's called the third eyelid. You will see it more when the eye is irritated. Your chickens eye doesn't look bad so I'm unsure why it would be out constantly.
