Eyeswelled shut & oily feathers

I have a bantam rooster who recently quit crowing and now has a swollen eye and oily feathers. Could this be the conjunctivitis or bronchitis? And can or how do you treat it? Should this bird be seperated from the others?
 
pictures are helpful, is he eating? any crust around the eyes? Check his mouth..anything odd in there? Can you open the eyes? any sign of blood or mucus?..

edited to say......YES, separate! put ACV in water of all the chickens (as long as you have plastic containers) to limit the possibility of spreading that way
