Is it true female chicks get tail feathers faster than males?

Both. In some breeds rate of feathering may be gender indicative, but not in all breeds.

No!
It's possible to breed for 'fast feathering' as a sex-linked trait, but it must be deliberately done be the breeder. Otherwise, the rate of feather growth in young chicks is random.
Hatchery chicks very likely won't have this trait, while chicks from a breeder might, if it was planned for by that breeder. For many, it would be very low on the list.
