Failed to thrive

I have a Cochin chick that has failed to thrive. I fed it fermented feed and acv and rooster booster in it's water along with lots of live bugs (I bug farm). It's now 2 months old and fully feathered, and has grown the tiniest bit - can't tell if she has finally outgrown my bantams (she isn't a bantam) or if it's her floof... My question is this, has anyone ever had one live? Maybe get over whatever kept it from growing? Baby also seems to have stopped gasping for breath all the time ..
 
Sometimes all you can do is provide them with fresh chick starter, good clean water and see how it goes.

Do you have photos of her?
Sure do... There is a regular sized chick of the same age and breed beside her

Cute!
She's a little runt. It's possible she may catch up with the others, but sometimes ones like that remain fairly small but do o.k.
I think if she's eating/drinking and active, enjoy her and just see how things turn out.
