Failure To Thrive

Here's some pictures of her, I would really appreciate feedback on whether she is a genetic anomaly or a breed mix-up. You can't really see the scale of her size vs. her chickmates well, but she's much smaller that they are. Her feathers are different too. From the neck up they always look wet/oily. She does this funny little thing where she puffs up and the feathers on her neck and head stick straight up on end.
 
I have a bunch of black ameracaunas that I picked up as day old peeps; 8 grew normally but 2 are stunted. As in half sized at 9 weeks old at this point. Happy, healthy, hold their own in the food wars, etc. but definitely way undersized compared to their broodmates. I'm not concerned, just really interested in how they'll turn out as adults.
