They are a beautiful bird, but they are not a cross between a normal fantail pigeon and Old dutch Capuchines.
They are, as you say, jacobins (which have much longer head and neck 'ruffs'. Also the breed of fantail in the cross is an Indian Fantail, which is not the same as the normal English or American fantail.
It was very interesting to see this Indian Fantasy pigeon! Maybe it took several crosses and back crosses to produce this bird. I wonder it they would breed true each time?
