fatherless bottom

I have a baby silkie s/he is now 4 weeks. I got her along with 4 others. She was always smaller and didn't have as many feathers or fluff. Most spots have filled in, except the chicks bottom is completely bare. Is this normal?
 
Did she have a lot of pasty butt that you had to keep clean? No, it's not really normal, but at that age, it may resolve without much intervention. They can look rather raggedy til they reach a certain stage of feathering.

I'd check carefully for lice/mites. especially since Silkies seem to be more prone to them. Also be sure they have plenty of space and room to get sway from the heat, if you are still using a heat source.
