You really can't wish them nice. Often times, newbies are not aware of the tension in the flock until the problem is gone. If she is only 9 weeks old, I would expect this problem to get worse, not better.
Some birds cannot tolerate the least bit of over crowding. I would sell this bird. I like a peaceful flock better than I like a particular bird.
