Are the white feathers normal growing?
Or am I doing something wrong?
He is 12 weeks old and mixed.

That's genetic.. hopefully it will continue to molt out with maturity.

When breeding for show or just high quality.. that would be considered parasitic white.. meaning not a desired trait. And obviously it detracts some from the over all beauty of the bird. But yes they are normal and you haven't done anything wrong.

He is beautiful color wise!
