Feather picking rooster

Hi guys! I am new to having back yard chickens, let me give you some back ground.so I have 30 what was supposed to be pullets only and ended up getting 3 roosters out of it. They're about 3 months old and I have10 buff orpingtons, 10 rhode island reds, and 10 barred rocks, 2 of the buffs are roosters and 1 rhode island red rooster (who is beautiful, i might add). They have a coop which they go in at night and protected run during the day, but are free range when I am home and can be supervised.
I noticed the other day while they were free ranging that the biggest buff rooster attacked one of the buff hens, no big deal no blood or anything, but still a lot of noise and flapping around. Then the past two mornings in a row he has attacked the same hen plucking her head feathers out as soon as they come out of the coop. He also will chase the other roosters away, but is really intense about this hen and it almost seems like he targets her. I have no idea why this just started. Some other forums said maybe he's a bad breeder and just haven't gotten the hang of it yet, but I they're really not old enough I don't think to be breeding yet. The poor hen runs from him which makes me think he's just being mean. I am not against finding him a new home that would appreciate him more or culling him due to his behavior. Has anyone else had this issue and what have they done to solve to alleviate this problem?
