feather tumour?

My two year old pekin had developed a lump of compacted feathers near her preen gland. It looks like it's growing out of a feather folicle which had stretched.

Can anyone tell me what's going on and how to treat her?

Someone had a chicken recently that had an ingrown feather. Maybe you could search for that key term and see if that matches?
