feathering-out of sex-linked and similar breeds

I have some black sex-linked chicks that are about -3-4 weeks old. They are not completely feathered out yet, but they seem to have patches of baldness on their neck areas and by their wings. It is only obvious when they stretch. Is this a normal molting/feathering for this breed? I have orps and a LH that are a week older and they seemed to transition nicer.
 
A way to speed up the feather growth is to feed both broken up dried mealworms and chick grit
