Feathers growing back?

I posted a while ago about my Houdan pullet who was getting her topknot pecked bloody.
With BYC advice I trimmed the feathers there and used Blu-Kote to stop the others picking at her.

This seems to be working - she no longer has a bloody head, even if she does look odd with her blue crewcut.

It has been a couple weeks and now it looks like her topknot may be growing back, but being a Newbie I need to ask:
Do new feathers appear like quills first?
Or are the others pecking out her new feathers before they grow in?
 
The quills would come in first, but unless they all come in at once it may not be noticable. Chances are that the feathers will not grow back until molt time.
