Feathers just won't grow back

Hi there! I have a flock of about 35 hens, several different kinds of breeds. I had too many roosters, and they had developed bare spots. I put breeding aprons On and removed the roosters. Still had spots at two months after. Removed the aprons, two months later, still spots. It's been about 5 months since they lost the feathers on those places. It's not picking because the skin isn't red. I have no idea, please help! (They aren't molting either, or I don't think so)
 
They won't grow back their feathers until the next molt, adult chickens only molt once a year.

I have 1 seriously bare baked girl right now, who still lays everyday, doesn't seem to bother her.
Am hoping her feathers come back in eventually, had 2 bare all winter but are gorgeous now, but have read that some chickens just have brittle feathers that don't hold up to being a roo favorite.

These are the worst examples I do believe the gold one is molting
 
One of my chickens has a similar issue... not nearly that bad, but her backside is very thin on feathers and I'm worried cause we are approaching winter. Think she'll be okay? She's an orpington.
