Feathers missing

In early winter our 2 reds were feather picking. We put peepers on both of them and have not had any issues since to my knowledge.
I have not seen any pecking, but the feathers are not growing back in and the skin looks red.
They do not seemed bothered by it unless I treat them with blu-kote then they get into it and get their beaks purple. ( the one treated gets into it, not others)
Could there be something else going on?
Any advice would be much appreciated.

Should I treat the raw skin with anything? I have Vetracillin spay and blu-kote.

Hoe are your birds doing? I usually spray the area with something for the skin or blu-kote. If it's irritated she may be pecking at it.
