Feathers missing?

I have 3 chickens, RI rock, longhorn and sebright bantam.
My leghorn is missing feathers, except the part that goes in their skin. So she has all these short quills behind her neck and under her chest. What the heck is going on?

Those quills are the feathers growing back.
