Feathers not coming back after molting

Hi All, so its been several months since the hens shed their feather at the start i thought it was due to imbalance of mating partners but now there are only Male cocks and 4 adult hens even then they are not growing feathers back.
Otherwise they are feeding well and active.

What breed are they? What feed are they on?

The chicks are Rhode Island Reds

These are Aseel , they are on grains, millet, Kitchen scraps, spinach leaves etc

They don't have enough protein in their diet. Feathers are made of protein. When they don't have enough the body keeps what they do get for internal processes.
You need either a well balanced commercial chicken feed at a minimum of 18% protein, 20% is better.... or if you're in a country without access to feeds, reformulate their diet with more protein rich, low fat ingredients. Maybe buy them some fish Doing it right will cost more than bag feed.
