Federal Recommendation? Universal Recommendation or Rule of Thumb? Need for town meeting

I am going in front of the city soon with the hopes of amending the current code. However, i'd like to have a more concrete sq footage number for non commercail. Since each state, city, municipality, etc...has their own laws, I don't think there is a federal law or anything like that but I'm trying to find what I would consider as a general rule of thumb anywhere. Is there any reference material one could point me towards or simply a number that prety much everyone goes to first? Everyone has different ideas of what is considered recommended for non commercial chickens but I'd like it to hold as much weight as possible.
