There are several threads on here that you could benefit from reading, but in short, the best option is probably game bird starter or turkey crumble. No matter what you feed, the protein content is very important - should be about 25% or more. The feed mentioned can be very hard to find in some places, and in that case, the best substitute that can be found ~ everywhere, is probably hard boiled eggs. Cat food should be usable as part of the diet, if you can't find feed with a high enough protein content. Make sure you grind the food very finely, so they have no trouble eating it.
 
high protein mix, above 22% seems to be the common answer. game bird starter or some chick or turkey starters. only real advice I can add is look early, in my area no one carries so I really had to look.
 
Quail chicks should be on no less than 28% protein, 30% is ideal. If you feed 22-25% starter to chicks you're going to end up with some sorry little chicks. The final size of a coturnix is very easily shaped by the way it's fed as a chick. Never let them run out of feed or water either. Just a couple hours without food or water can change the entire physiology of the bird.
