How high should I put the feeder up for 13 weeks old chickens? I put it up about 3 feet is that too low or high?

Not sure what you mean by 3 ft. How do they reach it? I adjust the height of my feeders so that the chickens (whatever age), must stand up to reach in and get food, but not low enough that they can get their feet in it and dig around.
Hang the feeder so the bottom of the feeder is level with their backs, or at least the majority of their backs.
We feed our scratch/feed on the dirt. They seem to love it and they get the grit they need.
When winter comes and we only have 7 hens, then we'll feed them in a pan on the floor.
