When we lived in RI we had a similar problem... with a lot more birds! Seems that the chickens, ducks and turkeys would all ... well, it's kind of like us... they will stay tucked and cozy in the protected area, out of the elements, as much as possible. Like stickin' by the fire on a cold and wintery night. I have no doubt that they will come out when the wind dies down. I've found that they don't mind the cold, it's really the wind ruffles their feathers and any precipitation makes their feathers wet. A bad bird combo. When the weather gets a little nicer, like when the sun breaks out and the wind dies down a bit, go out there, call to them, spread some hay, some BOSS, some cracked corn... and sit down for a minute. Out of just plain curiosity, they will come out to see what that weird human is doing again... If they're eating and drinking... they are not going to stay in there forever.
My saying for humans goes like this, "It'll be better by the time they're 20"... no sweat!!!
