Female Muscovy with neck problem?

I'm a petsitter in Seattle, one of my clients has 12 poultry birds in his little yard 2 of which are Muscovys, male & female. The female has been there a year, the male just a couple months. He was rescue a neighbor found & brought to him for care until the original owner was found. He's now part of the flock. The female has been sitting on an egg in one of the hen's roost boxes since last Friday.
I don't think they've ever mated, she was friendly the 1st week he was here but not since then & there's only 1 egg not a clutch. The reason I'm concerned about her is the way she's got her neck tucked in. She's not extending it even when I take her out of the box for a food, water & exercise.
When I massage it it seems very stiff. When I take her out of the box she eats, drinks & bathes & then goes back to the box. I don't know what to think. Has anyone ever seen a duck tuck their neck in when they're brooding? Do ducks get broody? Should the owner take her to the avian vet? (not conveniently located, btw).
