female quail so panic and cannot lay!!

anyway i have this texas a&m quail and looking at her size she could already lay some eggs but till now she's only fatten up..what could be wrong? 16hrs of light with good food and nesting area too??

no not at all when she's near to laying she always panic and round around the coop..i think she's shy or what i don't know
