fence height to contain Cayugas?

Still mulling over the logistics of a few Cayugas next to the veg garden next year.

What height of fence would be fairly sure of keeping them in? (Let's ignore the whole predatorproofing aspect, obviously I know I need a fence that will do *that* as well). Do they fly much?

My cayugas never flew...they get too big....I'd say a 3' fence will surely contain them.
 
Same as the above, they are too heavy to fly, I think that a foot would suffice, well maybe not that short but you get the idea.

Now, is that true even when they are young -- like when they are feathered out but not yet adult size? I am just asking b/c the BBB turkeys I had this past summer obviously could not fly or even *hop* after about 4 months of age but there was a month or so when they were younger when I saw one of them get at least 5' off the ground flying. Are young ducks "fly-ier"? I do not want to be having to play Duck Roundup...

I had a couple of my lighter ducks get a good leap in once in a while.
