If you're comfortable doing so, you can clip their wings. Or you can put netting over it. Or you can hope that they'll be content where they are and stay there. That's all I can think of.
 
Hog panels are pretty short, so fly over is likely even with clipped wings, imo. Covering the top is better, imo, as it not only prevents fly-outs by your chickens, but also fly-in attacks by predatory birds. Depending on how large the run area will be, and how many panels you have (or buy) you can use them over the top - or netting, poultry wire, etc

this. Hog panels are too short, you'll need to cover the top.
 
Always plan and build your yard and coop before acquiring chickens. 6' woven wire fencing with 2 x 4" spaces is good for the yard:

Hot dipped, good quality 1" chicken wire works well too, provided the framing is adequate. The smallest of wild birds cannot pilfer the feeders and crap in them with 1" chicken wire surrounding the yard. Something to consider. Frame the top of the yard so chicken wire can be affixed to it. That way you won't have to worry about hawks or falcons getting in, or lighter breeds that can fly over it.
