Fermenting Chick starter?

Actually it's Swanson Turkey Starter. Two days ago I added equal parts starter and water and stirred. Nothing has happened. I'm stirring it twice a day. Is this because the weather is still cool. and it's cool in my house? It doesn't get much over 65 degrees in here, and cooler at night. Should I have fermented pellets or crumbles instead? It looks no different, other than the liquid has been absorbed. Hardly any odor either.
 
It may be too cool. Do you have a warmer place you can sit it? Top of fridge maybe? Sunny window? In cool weather, I add a pinch of activated bread yeast to give a jump start.
