If I gave 1 rooster and four hens
Then all hens will produce fertile eggs?
Or do I need 4 roosters as well?

One rooster can fertilize the eggs from 15 hens, often more and sometimes less. I have a standard size rooster to 20 hens and I have not seen a non-fertile egg in a LONG time. You need atleast 12 hens per rooster (if both parties are standard sized). I had an overmating issue when I had 15 hens to one rooster, so make sure to adjust accordingly.

@cherrynberry is also right. What are your breeding goal's? Are you breeding for certain trait's, or just want to have fertile egg's to hatch chick's?
You are right as well, however, its worthy to mention that a 1:1 ratio should best be 1:3+ and should never be long term. The ratio is fine for a week (just to hatch for specific traits). I have lots of different breeds and only one rooster. 2 are cockerels. I hatch by breed of the mom. Knowing who lays what colored egg helps, since I have a lot of breeds that all lay different colors.

Ok, so you would be running each breed in a separate coop and pen. In that case since you don't have many hen's per rooster, maybe you can let the rooster be with his hen's for a couple of day's, and then pen him separate from them in a large wire dog crate? That way he won't be able to tear up the hen's too bad. Then you could put him back in with the hen's for a couple more day's when you need fertile egg's for hatching again.
