Fertility or Incubation issue?

I purchased and picked up 2 dozen mixed eggs.
Candles on arrival, 1 cracked.
Candled on day 7, 9 clear, the rest developing well.
Could this high level of clear eggs be an incubation issue or do I need to go back to the seller and complain?
Temps and humidity have remained steady.

If they are clear i would imagine that they was not fertilised.
