My first chick just hatched. Is it normal for him to not be able to lift his head and stand for more than a few seconds? He keeps falling over and doesn’t have good balance. He’s about 3 hours old.

He's never walked before, it might take awhile to get the hang of it, although if there's no improvement in a few hours, there may be something wrong.

Welcome to BYC! Yes. Chicks can't walk well the first couple days. Usually they don't really start walking until 24 hours old, and even then they rest a lot.
