"Fixed" dog is in heat!

Yep. She will be fixed once we get enough money to do it.

I am surprised a fixed dog is able to perform the mating act. Usually they don't do it at all. Was he "proud cut"? or his spermatic cords were just cut but able to retain the testicles (similar to human males)?

If you are not that concerned about it and it does not bring in pregnancies, I would not worry about it.

However if you are worried about ANY males besides yours coming in for your female, then I would go ahead and get her spayed. It would help in the long run, preventing cancers, unexpected litters and problems down the road.
 
Its not at all uncommon for a neutered dog to be able to achieve a "tie" with a female dog in season. Even a male dog that was neutered young and was never around an in season female before. I have seen this happen several times and have heard about it even more.
 
The dog has an appointment with the vet Monday to make sure it's a heat; then have to wait till she's done with the heat before fixing.

I don't know enough about horse reproduction to make a really educated guess about your question

But dogs seem to have a very strong drive in that area.

My older gelding has been trained and trained and trained and wouldn't consider stepping a foot out of line, even with a toddler ridding him. Out in the pasture with his favorite girlfriend... different story. lol.
