Flock integration-what is this Roo doing??

My mom is starting her first flock. She bought a trio of Gold Wyandottes that are about 6 months old and then from another man she bought 1 Barnvelder hen that is about 7 months old. It has been a couple of weeks now that she has integrated them all together, but the Barnvelder seems to run from them and act frightened and they are mean to her. They are not creating any injuries but she runs from them.
Anyway, the Rooster is now chasing her and fluffing up his feathers and acting like he is going to fly and attack her. Is he trying to breed with her or is he picking on her? Would it be helpful to try to find another Barnvelder the same age as this one so she isn't all by herself?

That is peculiar my Roos do the same thing he either wants to breed with them or boss them around but my older roo doesnt attack i have tried to stop it but it only happens once in a while with my young roo

She is not being accepted into the flock. The rooster is chasing her off maybe to protect his hens or give them what they want.

None of the birds involved are fully adult. The group is making threatening sounds (gruck-gruck) at Barnvelder saying get or you will be attacked. Rooster doing so is generally not full adult or is concerned about defending offspring. either such roosters do not have keen interest in maintaining or increasing a harem.

That happen the first couple hours after I integrated 10 new hens into my original flock of 20. They had been socializing with each other through fencing and it only took a couple hours to sort out the pecking order.
My EE roo Czar is apparently racist though

, he only attacked the new white/buff hens and left the red and black ones alone. My original flock was made up of just black and red birds. He got over it, but still doesn't pay any attention to the light colored birds.
